Energy Efficiency in the Big Apple
Utilities in California refuse to say where their energy efficiency projects are located, so it is not clear how or whether they actually reduce the need for new power supplies or power lines. By contrast, a ConEdison program in New York City targets energy efficiency to specific city blocks to defer the need for new power lines & substations.
